Raise the shared autostart reconnect budget from one to three connection attempts per client session.

Safety and ordinary disconnects still share one budget.
Low-health, fourth-disconnect, failed-attempt and different-server cases stay offline.
Each successful retry restarts the configured job as a fresh session.
Logs include the retry count; README, Prism docs, AGENTS and policy tests are updated.

Validation: ./scripts/ci-preflight.sh and ./gradlew lint build.

Log the retry count and document the new bound.
